In a time of universal deceit, telling the truth is a revolutionary act.
The Quebec Ministry of Employment and Solidarity manages a program whereby social security recipients keep their benefits through high school professional training, rather than becoming clients of the student loans program. This study quantitatively analyzed the program impacts on clients' employment history and on other life dimensions. The research design called for two experimental groups and six comparison groups, most measured at two points in time. The assignment included a survey of more than 4400 perople and the analysis of the impacts of the program using sophisticated econometric techniques.
