The Exchange Canada program is managed by Canadian Heritage. It includes four components: reciprocal exchanges, summer employment, forums and Katimavik. This study aimed at rigorously documenting the effects that were attributable to participation in one of the first three components of Exchange Canada. The effects included in the measurement plan included those identified in the performance measurement plan as well as other effects identified during the course of the study. The study proceeded in two phases. A first, qualitative phase was based on telephone focus groups and aimed at identifying an exhaustive list of possible impacts associated with participation in an Exchange Canada program. The second, quantitative phase was based on a survey of 1900 participants and non-participants; it provided a rigorous assessment of the impacts uniquely attributable to the program.
