The value of taping of television programs for educational purposes in Canada

Report presented to the Education Coalition following a study of secondary data, September 2001

In 2001, the Education Coalition — formed by the Association of Canadian Community Colleges (ACCC), the Association of Universities and Colleges of Canada (AUCC), the Canadian Association of University Teachers (CAUT), the Canadian School Boards Association (CSBA), the Canadian Teachers' Federation (CTF), and the Copyright Consortium of the Council of Ministers of Education (Canada) (CMEC) — built a case to respond to the tariff proposed by the Educational Rights Coalition of Canada (ERCC) concerning the compensation for the reproduction of television and radio programs by school representatives, for presentation in class. Circum Network Inc. was called upon to develop a model to value the right associated with that activity. The model was based on the free market for pre-recorded copies of programs offered by educational distributors; several adjustments were made to better reflect the tariff situation. The report was presented and defended before the Copyright Board Canada in November 2001.
